Boating

In Ontario, towing skiers and tubers behind a watercraft must in no way endanger the public.   Someone in the boat, other than the operator, must be a spotter for the skier.  The boat must also have appropriate seating and carry all approved safety equipment including life jackets or PFDs for those being towed.
