The Christie Lake Sailing Club (CLSC) has been formed to promote interest and enjoyment in sailing, knowledge of sailing techniques and skills, an understanding of “the rules of the road” and sailing etiquette, and adherence to the principles of boating safety. To that end, CLSC will organize a number of sailing races each summer.
Anyone over the age of twelve years may become a CLSC member for a particular year by:
- delivering a completed Registration Form to CLSC or to a member of the CLSC Executive in the manner provided on the registration Form; and
- paying the CLSC Membership Fee applicable for that year.
If an applicant for CLSC membership is under 18 years of age on the date of his or her application, the applicant’s parent or guardian MUST sign the Registration Form before it is considered “completed”.
The Membership Fee and names of CLSC Executive for the current year are set out in Appendix “A”.
Registration, Skippers, Helmsmen
Purpose of Registration
Some CLSC Members will be unable to attend all races. To encourage participation, a boat registration procedure has been adopted. No boat will be counted in race standings unless it is “registered” to a CLSC Member (the “Skipper”). A boat may have only one “Skipper”. A person may be the “Skipper” of only one boat. A “Skipper” may allow anyone (“Helmsman”) to sail his boat in any or all races. The “Helmsman” need not be a CLSC Member. At the end of each race, penalty points will be assessed against each boat according to its finishing position, whether or not the “Skipper” has personally participated in that race. If a boat does not participate in a race, it will be considered “Did Not Start” (DNS) and will be assessed penalty points accordingly. Consequently, a “Skipper” who cannot participate in a race is encouraged to find someone to sail his or her boat. Participation ensures fewer penalty points than non-participation.
Any single hull sailboat may be “registered”. A sailboat becomes “registered” for the sailing year (July 1 to the following June 30) when its “Skipper” delivers a completed Registration Form to CLSC or to a member of the CLSC Executive in the manner provide on the Registration Form. A boat may be registered only once during a calendar year.
If two or more boats of the same class do not have sail numbers or other identifying marks which are visible from the Committee Boat, a boat’s “Skipper” or “Helmsman” may be asked to affix a number or other identifying mark to his boat’s mainsail or hull for identification purposes. A boat which the Race Committee cannot identify in a race will be considered DNS.
Sailing races will be held each summer on the dates and times specified in Appendix “A”. Races usually start at 2:00 p.m. on specified Saturdays or Sundays in July and August and on the Labour Day Weekend. Practice starts may be held at 1:30 p.m. if sufficient interest is shown.
All races shall be governed by the Parts 1 to 4 of the Racing Rules of the International Sailing Federation 2 (http://www.sailing.org/racingrules.php) as modified by the General Information and the CLSC Sailing Instructions (“the Racing Rules”). All “Skippers” and “Helmsmen” are expected to know, and shall be deemed to have read and understood, the Racing Rules. All decisions of the RC including interpretation of the Racing Rules are final.
The Portsmouth Yardstick System will be used to determine race results in an attempt to eliminate differences among the various sailing classes. Virtually every class of sailboat has been assigned Portsmouth Numbers (PN) for various wind conditions based on many years of racing history. The faster the boat, the lower the PN. If no PN is available for a particular class, an approximate PN may be calculated based on sail area, length over all, and waterline length.
The Portsmouth System uses the “Corrected Time” principle. All boats start at the same time and race on the same course. The time a boat takes to complete a race (“Elapsed Time”) is recorded, its PN is noted, and its “Corrected Time” determined by dividing its Elapsed Time by its PN. The boat with the fastest “Corrected Time” wins the race.
Although the Portsmouth Yardstick System is designed to permit boats of various classes to race against each other on a relatively equal basis, it does not eliminate all inequalities. A new, light, well-equipped boat with an experienced crew should be faster than an old, heavy, poorly equipped boat of the same class with a less experienced crew. However, the Portsmouth System treats two boats of the same class as equals. In an attempt to minimize the inequalities mentioned above, the CLSC Executive will attempt to make PN adjustments for boats and Helmsmen based on at least 3 previous race results. The adjustments will be made at the end of each race day and will apply the next race day.
Participation, Pennants and Trophies
No one is eligible to win trophies or pennants unless he or she is a CLSC Member. Only “registered” boats will be counted in race standings.
Race results will be announced by the Race Committee after each race has terminated, the “Corrected Times” have been calculated, and protests, if any, heard and decided.
Pennants (or ribbons) will be presented to the Helmsman finishing in first; second and third positions after the results of each race have been computed. If any such Helmsman is not a CLSC Member, the pennant will be presented to the boat’s “Skipper”.
Penalty points will be assessed at the end of each race in accordance with Appendix “B”. The trophies mentioned in Appendix “A” will be presented for the specified series of races.
Notices, amendments, rule changes, etc. will be given to CLSC Members by:
- email or fax if such information is provided to CLSC; or
- mail at the mailing addresses provided to CLSC (only if no email or fax is provided to CLSC); and
- notice posted on the Christie Lake Association Inc. website www.christielakeassociation.com.
Please retain the General Information, Appendices and Sailing Instructions. They will continue to apply from year to year until amended. Appendix “A” will be amended annually.
